This was an installation called Fog in Toronto #71624 by Tokyo-based artist Fujiko Nakaya. It was part of Nuit Blanche - Toronto. The people in the picture are other attendees. Because the artificial fog was combined with real rain, the ground turned into a bit of a mud pit. That, combined with fog, explains the cautious walking that you see.

You really had to be there, in Toronto, because for all that photos can accomplish, it is the voices of the children in the fog, who could not see their parents, and vice versa, that will remain with me.

Teej Photos, it was shot with an Epson R-D1 digital rangefinder, using a CV35mm 2.5 lens. 1600 ISO. Approx 1/9 sec. Shot raw. Processed using Epson's raw converter into black and white. Remains an RGB file though. Within Photoshop I use Photokit for burning and for some sharpening, and Photokit color for split toning. One good thing about both Photokit plug-ins is that they work on and use layers. So you can play with opacity. And afterwords there were some curve and hue etc. adjustments.
