The sign is actually just plain white with red border. It means "no entry except for pedestrians". "Uitgezonderd brandweer" means "except fire department". So in other words only pedestrians and the fire bigrade are allowed to enter this street.

The sperm cell is done with graffiti.

"Sperm crossing" would be the same sign but in triangle form.
