A few things that i have learned when shooting parade photos is that the background is always noise--so you can do two things: kneel down to get a clean background of the sky, or use a wide-aperture to get enough bokeh in the background such that it does not distract you from the subject matter. Alternatively, get up real close and shoot just the face so you avoid the background altogether.
