"deem"=opinion, not fact ![]() when i saw this on the menu, i thought they meant that the burger patties were breaded and deep fried, japanese style. but no, it's a fully formed and cooked double cheeseburger that was dipped in an egg wash, then breaded in panko crumbs. i also thought, "dang, only on guam" but apparently it's a staple of state fairs all over the mainland.
