Thanks. Here's the tutorial, but basically I took a panoramic picture of Austin on the Fountain Park hill, made the image a square, flipped it (180 degrees rotation) and went to filters>Distortion>Polar Coordinates and pressed Rectangular to Polar and then did some minor fix-ups. I really like the effect.
