I assume you know already, that this is a 'ghost bike' to mark the spot where someone was killed or injured on their bike:

@duncan: thanks for the URL. I did not see the usual plaque with the cyclist's name, and took this photo as a reminder to look up what happened. The map at www.ghostbikes.org/ghostbikemap/New+York+City does not pinpoint this bike: do you know the story?

This is the Memorial for Unknown Cyclists and Pedestrians. Today's Memorial Ride and Walk, the fourth annual,. culminates with a memorial service at St Mark's Church at the same corner as this ghost bike.
