Something like this happened in the NYC subways a few years ago. When we visited two xmases ago, I brought a printout of an email from the top-dog in the NYC Transit authority, stating that it was *OK* to take pictures in the subway system.
Some peons get over-zealous with their "protecting" stuff.
If I was in a particularly ornery mood, I would take down those individual's names and numbers, and they'd get a nice letter from my attorney.
