I'm not sure, but I think Exon could be the Latin name for Exeter. I discovered that Exeter College, Oxford has the motto "Floreat Exon" meaning "Let Exeter Flourish".

Also of interest is the fact that the author Thomas Hardy named Exeter Exonbury.
Just as well really, as "Exeter" wouldn't fit on the milestone.
