I think it's easy to tell how they were made... ice, dunk in blue sprinkles, add eyes and stick in whole or half cookie into "mouth"

I just saw these cupcakes at a supermarket (in Austin, Texas)! I was so excited I said, "It's the Cookie Monster cupcakes from princess_of_llyr's photostream!!" (loudly) to my companion. They used blue icing instead of sprinkles, and I think yours are slightly cuter, but otherwise they were the same. I love this shot!
