This is Hachiko. Early in the century, Hachiko the dog became a national hero. As the story goes, he accompanied his master to the train station every day, then went home, then came back to wait for his master at the end of the day. His master died at work one day, and for ten years Hachiko would show up each evening to wait for his master. He became a symbol for loyalty and they made this statue after Hachiko himself died. (Ok, the original statue was melted down to make weapons during WWII, but they made another one just like it after the war was over.)
