This is the third part of Garuda Wisnu Kencana statue, a massive unfinished statue in Bali that currently exists in pieces. The other parts are the "Garuda" and the "Vishnu's head and torso" that now are located in different parts of the park.

If completed, the statue would depict the Hindu god Vishnu riding aloft on his winged mount Garuda (a warrior bird in Hindu's mythology) and would be standing 146 meters tall with its wings span 64 meters across.

The scale of the statue has raised controversy - a Balinese law forbids buildings "higher than a palm tree" from being constructed in Bali. Religious authorities on Bali island complained that its massive size might disrupt the island’s spiritual balance, and that its commercial nature was inappropriate.
