041116-N-1438S-004 AL ANBAR PROVINCE, Iraq -- Naval Mobile Construction Battalion (NMCB) 4's Chief Engineering Aide Ardell Ball (center) studies an aerial photograph of Fallujah streets as a Seabee-led damage assessment team prepares to survey the battle-scarred city. Smoke had barely cleared from some of the fiercest fighting seen since the beginning of the war as Seabees ventured out to collect infrastructure damage data. On this day, Ball and his team found a key water treatment facility was still functional, with little structural damage. The team included U.S. Navy Seabees from the I Marine Expeditionary Force Engineer Group and NMCBs 4 and 23, and soldiers from the U.S. Army Bravo 445 Civil Affairs team.
