Freiwilliger Durchgang / Tolerated Passage

I don' think my English translation really works as the term "Freiwilliger Durchgang" is rather old fashioned and means something in way of: "The owners of this passage allow the usage on their own free will; although they wouldn't need to..."
Does anybody know a better translation (something more Victorian?)
