The neighbors dogs

The male is named Capone. I can't remember the females name. The two of them live in that small cage they are in. They only have one pet carrier in there as shelter. They only get let out when he cleans the cage. Capone is sweet, the female has attitude. Animal control knows of their living condition and does nothing.

We need an ASPCA around here.
