It is so much like a Roto-Sphere but I don't think it is. The centerpiece is not round and the arms might be a little short:

The guy that made these Roto-Spheres did make a smaller version which never caught on. Only about a dozen sold. They were called "Turn-Stars" and instead of having the neon on the arms, they had little lighted disks (one per arm). I have yet to see one in person or on-line anywhere.

Neato: I think I figured out how I didn't find it before -- didn't quite go far enough west of town. But NEXT time I'm anywhere near the area, I'll be checking on this guy. Hope it'll still be there!
