Forget French, I think I should learn Dutch. I wonder if this is in the same vein as "It is forbidden to come to work?" And I agree with Smaran: are the roads powered by Windows? MDR! :-D (Ohhh...how do you say LOL in Dutch, Nils?)

Thanks everyone for the comments.

I've no idea what this was about. Nothing really was cordoned off, except for the pavement then, which I was on. I think it may have been a joke indeed. Or art perhaps.

Windows, eh? I wouldn't be surprised to see a lot of authorities still run Win95 or something.

LOL would be 'luidop lachen', so lol would apply. Strangely enough, 'lol' is a noun as well; it means fun. Isn't Dutch easy?

I keep thinking back to this photo, so much so that I feel like I first saw it weeks ago.

Another young lawyer here in Atlanta has become famous for flying to/around Europe and back after being asked to stay home due to his drug-resistant strain of tuburculosis. When someone finally had to make him stay put, he had this to say: "I'm a very well-educated, successful, intelligent person. This is insane to me that I have an armed guard outside my door...." What a tool.

Actually, it turns out this had to do with some art show. It always has to do with art these days.
