The Postmodern KFC

It's on Western south of the 101 in the middle of Koreatown. Does anyone know who designed it, or why it's a KFC? Did the franchise owner want something splashy? Was it something else and then KFC bought it? Let's see if I can unlock the mystery.

Update - Candace has found the architect of this great building - www.danielsarchitects.com - I'll see if I can shoot off an email to him about the project to see why architects end up designing random structures like this.
