I noticed a similar... 'event' (?) on our high street too recently. I thought it was some student thing and walked on. Can't see how this would actually work, but I can see yet another brilliant image of yours.

I have seen students in Madrid giving free hug in the street ; there was an explanation but in Spanish so i didn't understand why ... and didn't take any photos. It might have been for the same reason !
