When the thirteenth amendment was passed the fact of the matter is that most southern states which has a majority demographic of then negro, now african american, were controlled by whites, now european americans, and the whites used chain gangs in the penal system to do the work that the white business nor governments were willing to pay

others near them would split 50 50 for quite some time

now that does not mean they were controlled by black people, but a majority of the people in the aforementioned states were black at a time

Here in Oklahoma we had a couple of towns that were owned by black people. I don't believe they exist anymore, we've all assimilated.
