IRS Notice 54

So I owed taxes this year, didn't expect a refund... then yesterday I get a fairly sizable refund check along with this in the same envelope. What the hell?

Did you ever figure out what that's for? I got one yesterday and they returned all the money that I sent in plus interest (I got all my taxes back). (cnelson711 gmail.com)
