I am not sure how effective a law like this
will be unless we have a policeman assigned
to every individual with a cell phone. :)

I agree. Even if we have had this law in
Norway for many years, every day I see
drivers holding cell phones to their ears. I
even see drivers sending SMS messages while
driving. That's got to be even more risky
than rating songs on iPod while driving!
