Doesn't look that incredible. If there are supporting I-beams running the the width of the building, then they support to weight of the over hanging sections. It's no different than you standing on the end of a diving board. The supported section of the board supports your weight while you stand on the end over the water.

Great idea, and it looks well executed.

The design of the structural supports could easily be handled by any second year engineering student worth their salt. The only reason we don't see things like this more often is due to the associated costs of steel and the crapton of foundation material needed to reposition the centroid to a stable location.
