Whoever replaces them should always put new
ones on at the same time, regardless of which
one is done first, and then track over time
which is used up first and see if there is a
general preference.
(they would need to alternate their position
so that the outward facing one is closer to
the toilet sometimes, other times not, as it
might not be a directionality preference, but
merely a proximity and ease of access issue)

@stenz, your study does not take into account
that some people use more than others... so
you would get skewed results. For example,
either (1) more people prefer over vs. under,
or (2) the people who prefer over use more
paper. Hence, you will never ever know...
