Judging solely from Dennis Paulson's new field guide, I agree that this is a female Flame Skimmer. The vein at the leading edge of each wing is orange, the second longitudinal vein is yellow, and the third is orange. Apparently all three veins are orange in female Neon Skimmer.

I'll have to look up that field guide - is it just the SW or nationwide? But in either case, from what I've read since I used "Dragonflies and Damselflies of the Southwest", I think you're both right.
