In my hometown in China, waiter/waitress will put a elegant cover on the chair back which makes any attempt to remove a bag hanging difficult.

YEs the chair is DAC (bit you neeed to go towww.designagainstcrime.com/ for the correct DAC project, based at Central St. Martins in London. The other is based at another University.) project, and so it the bag, www.karrysafe.com
