This is actually very rare here : ) Many US trains do not even allow bikes.

This setup is what allowed us and many others to take our fully loaded touring bikes on the train (those racks filled up pretty quickly after I took the picture). Hooks do not work for heavy bikes and for bikes with lots of stuff attached to them. With floor racks and a shaking train, bikes end up damaging each other in transit.

I still think it is not only an inefficient design but also underutilized due to limited service on only one line.
