Haldane was a bachelor according to the Wikipedia article. And the negative has "Miss Haldane" written on it. And so it seems unlikely that she should be called "Viscountess Haldane." I'd suggest this might be his sister, Elizabeth. See en.wikipedia.org/wiki/Elizabeth_Haldane.

In this adjoining Bain/LOC photo, Judge Dickinson wears a similar "skimmer" or boater, hat -- but a different coat:
