    Since the Woolworth opened in April 1913, this photo would have to date some time before it.

    This was likely taken from the Singer Building, and if not that, the City Investing Building. Both of them are gone.

    Also, the photo is looking North, that is the Metropolitan Life Tower (completed in 1909) just to the left in the distance. There is another photo, probably taken on the same day, at the link below, which also shows the Met Life Tower more clearly (not to be confused with the old PanAm building which is now referred to as the Met Life building). Also in that photo is the East River and Roosevelt Island on the right side of the photo off in the distance.
