Becky Motal grew up in Corpus Christi, Texas and attended the University of Texas, earning degrees in mathematics, law and business administration. Motal worked for the Texas State Water Quality Board and the State Board of Insurance before joining LCRA in 1987 as manager of Economic and Financial Planning. In 2007, she was promoted to executive manager of External Affairs where she coordinated LCRA’s activities with state and federal regulatory agencies. Motal was selected as LCRA’s tenth general manager in July 2011.

A native of Pasadena, Texas, Thomas Mason received his law degree from the University of Texas at Austin. Before joining LCRA in 1987, Mason held positions as assistant general counsel for the Texas Department of Water Resources and director of the Water Quality Division of the Texas Water Commission. Prior to his appointment as general manager, he served as chief legal counsel to LCRA’s Board of Directors, general manager and staff. Mason served as LCRA’s ninth general manager from November 2007 to June 2011.

Born in Oklahoma, Joe Beal earned a degree in civil engineering from Texas Tech University in 1968, followed by a master’s degree of business administration in municipal finance from the University of Texas at Austin. Following a tour of duty in Vietnam, he worked for the Texas Water Quality Board, and then for the engineering and environmental consulting firm, Espey Huston. Beal came to work for LCRA in 1995 to lead Water Services at the request of Mark Rose and became LCRA’s eighth general manager in 2000.

Mark Rose grew up in Austin and attended the University of Texas at Austin, focusing on history and government. Before coming to LCRA, he worked as a public affairs consultant, served two terms as an elected member of the Austin City Council and was a senior policy analyst for Politech Corporation. In 1988, Rose took a job at LCRA as director of administration and later was appointed deputy general manager. In 1990, he was named LCRA's seventh general manager by the Board of Directors.

Born in Chattanooga, Tennessee, S. David Freeman received his bachelor’s degree in engineering from Georgia Tech and a law degree from the University of Tennessee in 1956. Following graduation, he held top positions at the New York Power Authority and the Tennessee Valley Authority. Freeman also served as an energy advisor to Presidents Lyndon Johnson, Richard Nixon and Jimmy Carter. In 1986, he was selected from 206 candidates for the position of sixth general manager of LCRA.
