Should have took the picture when it said "24".
Flux capacitor
to reduce the component count, rather than having a resistor for each segment this resistor is connected to gnd(for common cathode) or vcc(common anode). this however will cause uneven brightness depending on the number of segments lit.

can be easily done with a set of binary counters and a 7447 IC. since there's only 1 IC my bet it's a PIC running a counting prog. and driving the 7 segment display + resistors + battery

update.

it's definetly a PIC or any other kind of programmable IC. when you go full size you can clearly see the X1 for the oscillator and C1 for the corresponding capacitor
