No Idea why anyone would take the time to 'decorate' the trash can thus. As I was taking this photo, a woman walking by did ask what I was doing. When I told her I though this was odd and thus taking a photo, she noted that it was art.

I'm also still trying to find out more about these ones. In other locations, and with much more simpler arrangements, they have been used to signal food delivery/resources for and between the homeless.
