My questions: Who are they trying to impress and are those people this naive? Also, how much City money was wasted on the graphic design and gloss? Looks like a collective resume to me.

It's the thought that the last sentence in their statement might be true - that if the Council doesn't do it, no one will - that should secure everyone who loves New Orleans to their fright. But in addition to its long history of staggering corruption and incompetence, The New Orleans City Council has never been anything if not delusional.
