Does the pattern give some structure to the cloth? The rising sun and the shape of the cloth makes it look almost like a veiled life buoy.

Victor, in fact this isn't the national flag of Japan. It's known as the Nisshoki, and is used on ships of the Japan Maritime Self-Defence Force. The national flag (the Hi-no-Maru) is a simple red disc on a white background.
