Deck plates missing from Konofi Bridge

The deck plates were pried up in an attempt to jack up the bridge and
bring it level with the road, again. The attempt failed, because the
bridge is still firmly bolted to the existing concrete foundation, which
the river had been undercutting. Work protecting the foundations has
been effective, but I'm not sure they have a real plan to level the
bridge, again.
