Parking meters at John's Pass in Treasure Island, Florida.
It was eire. There were a lot of cars on the lot, but no people on the sidewalk and the shops were closed. The thunderstorm helped the feel, too.

Well, I used the Alien Skin Exposure 2 plug in for Photoshop and basically laid a film grain down on it. That's about it :D
