Actually, I'm pretty sure the buff is part of the piece. The painter's hat obscures part of the left patch of grey, indicating to me that all three layers are Banksy's, and it went up: Flowers, buff, painter.

It may be a commentary on the ham-handed efforts of NoLA to clean up the city.

@Happy Robots: Er ... yes: the picture above is of the original piece as Banksy created it. It seems that he included a pre-existing buff as part of his design (the flower on the left) and then painted his own buff on the flower on the right.

However, the piece has since been painted over, or buffed, by someone else; see this photo.

Also, those ham-handed efforts to clean up graffiti are not the city's: they are the work of a self-appointed vigilante named Ted Radtke, aka the Grey Ghost, as explained in the comments on other pics in this set and by Banksy himself in the commentary for his NOLA pieces on his official website.
