This design was created by auto insurer Progressive Insurance back around 1998 or so. It was part of an advertising campaign that also tied in with some super-bowl half-time sponsorship. I still have some of the promo materials myself, but I never knew they also produced road signs. Huge advert flop.

These signs are in fact very old. There used to be a ton of them around but I guess towns started taking them down to replace them with more practical signs.

I saw one in Wheeling WV a few weeks ago. They aren't from the movie's release, but from the 1999 Super Bowl. From a 1998 Variety article:

"E.T.'s new starring role in the federal government's Buckle-Up America campaign was announced Monday by Universal Studios, Amblin Entertainment and Progressive Insurance in response to President Clinton's initiative to improve safety on the country's roads. The announcement was made to coincide with the yearend holidays, a time when safe driving is of heightened concern and awareness."
