Tricorder. It has user-replaceable batteries, it can multi-task, but most importantly . . . it can be tethered to a phaser.

I just checked AT&T's 3G coverage, and it doesn't do very well in the Galaxy. So I guess the tricorder, because there's a map for that. ;-)

One of the books tried to give a great explanation for the size discrepancy - Star fleet intentionally made things larger and more bulky to facilitate being able to do field repairs without specialized equipment. Sounds good to me.
