I love this parallel of diagonals, her arm and the bridge. A wonderful demonstration of careful exposure, as the lighting of the background and the foreground is perfect. I like how you metered for the foreground image and capture the candle glow on her shirt as well as the slight rim light off her hair from the bridge lamps above. The lights of the city skyline and the twilight glow are perfect as background.

thanks for the feedback. to answer the technical questions, there is a streetlamp to the above left of the person, illuminating her hair/arm. other than that only the candles provided additional light. no flash was used here. i just happened to shoot it at the time when foreground and background (sky) lighting were nicely balanced.
