Since many have asked in the comments of this photo, how I created this effect, I will try to describe how I did it here.
Initially I used the basic settings in Lightroom (Highlights, shadows, clarity etc) to make some small adjustment. Also in Lightroom I cropped the photo, since I didn't have any time to frame the photo or get any closer when I saw this scene on the street, I was a little to far away when I shot it.
After the Lightroom adjustments, I took the picture into Nik's Color Efex Pro to enhance the details a bit, and some tonal contrast etc.
After this I wasn't really pleased with the colors of the photo, so I was thinking of making it monochrome. Opened it in Nik's Silver Efex and applied a Sepia tone together with some other adjustments within the plugin.
Still not quite pleased with it I started to use the U-point technology in Silver Efex to bring back some selective coloring. A little bit more color to the green sign over the bar, a little less color at other places.
Some have also asked if the rain/snow is something I added afterwards. It is not. It is actually snow that was falling that day.
