Umm... This is not just Japan. This is an old idiom that existed in North American English. It's fallen into disuse (due to the fact that it is obviously not PC), but anyone who reads literature older than thirty years or studies pre-1980 history is likely familiar with this phrase.

Understand that I'm not condoning its use, I'm merely pointing out that the Japanese got the expression from North America.

...which should be obvious seeing as how this book is clearly a dictionary of English idioms.
