I'm guessing from the haze in the background that visibility was poor when this happened. That, or this is another result of a DUI. If it was the haze, some HID lights would help avoid such mishaps.

It was very foggy that morning, which was probably what caused the accident, that and an inappropriate speed for what is quite a tight bend.
I'm not sure HID lights would have helped on this occasion, I often find that in heavy fog switching on your lights can actually reduce your visibility as you're just illuminating the fog in front of you.
