There is no special technique. Actually I wanted to make sure I remembered how to do that Liquefy trick, so I snapped a quick photo of my own face and tried it out. If you look at the other pics of me here, you'll see I have a much different face shape, and this effect emphasizes it. I felt silly posting the original manipulation - it was pretty obvious I made my face skinnier.

Anyway, all I did for the rest of this was set my foreground color to brown and background color to light gray - that's why it's not black and white as they usually are. Then I went to Filter > Filter Gallery and applied the Torn Paper filter - I think it's under Sketch. Nothing fancy!
