hummingbirds love these

In a neighbor's yard. These are ground cover, but this neighbor's yard had a high retaining wall that puts them right at my eye level. I am hoping to catch a hummingbird in there someday soon. I'm not 100% sure what these are but I would guess some sort of phlox. They're perennials and they're blooming all over the neighborhood right now.
