Tomato Adventure! It appears to be an Action-RPG in the style of the excellent 'Mario & Luigi Superstar Saga' for the GBA. Developed by Alphadream, and published by Nintendo in 2002.

Edit: Turns out Alphadream also developed Mario & Luigi. So there you have it!

Most likely, yes! Although, considering it's made by the same company, you may be able to find your way around if you've played Mario & Luigi. Of course, you'll be missing out on the story. Gamefaqs is always on hand if you get stuck, too!
