That's a work of art by Kaarina Kaikkonen, as part of her retrospective held at the Taidehalli (art hall) of Helsinki (the building on the right) at the time the pic was taken.
As response to Mureena, the "scandal" about the coloring of the church steps was FALSE, and it would be nice for you to check facts before spreading false information on the web. Kaikkonen DOES NOT dye the coats she works with in any way, but instead just buys lots and lots of men's coats from fleamarkets etc and then arranges them by their colour to create gradients, illusions of space etc. I know this as I was one of the art student volunteers to help with putting up and then removing the "The way" work on the steps. It didn't leave stains.
