What do you mean by "headquarters"? HP is legally incorp in Delaware, has its traditional HQ in Palo Alto, CA. I guess the HQ of Compaq was this in Houston, but I don't know that it's considered an HQ now other than being the past Compaq HQ before the merger with HP.

I'd say it's right in an informal sense. Normally, HQ in the corporate sense it taken to have the specific meaning of the location being the official HQ (ie, legal as far as the gov't considers). It probably sounded like I was making more of an issue of this than I intended.
