Page layout workflow wizard v1

I forgot to add a button to "add" a block.

Here is how I envision a new Drupal layout wizard working. The CSS for the various page layouts would be included with the module, so some we'd have to figure out some way to work with existing themes, since they would only be needed for stylizing the appearance of a site, rather than controlling the layout.
