This is a great way to reuse the parking meters. In Chicago they have left some of the meters and the big meter on the top stops the U-Lock from going off so it is, in effect, a bike rack.

Toronto too, where it's called a bike ring. However, this particular design is relatively easy to pop off of the post. Here's a more secure welded version in use in Berkeley, Oakland, and San Francisco, CA:
