Inconsiderate parking

I took this photo having met a disabled lady in the same car park struggling to reach the premises having had to park her especially adapted vehicle in the back of the car park, yet this vehicle was occupying one of the few disabled parking bays right next to the building's disabled access ramp. No blue badge was displayed in vehicle and I suspect the owner not to be in need of one.
